2027-2031 Consolidated Plan & Fiscal Year 2027 Action Plan & Budget
Over the next five years, the City of San Antonio will receive an estimated $100 million in federal funding from the U.S. Department of Housing and Urban Development (HUD). This funding will help improve quality of life and strengthen our communities.
The City receives four main grants from HUD:
Community Development Block Grant (CDBG)
HOME Investment Partnerships Program (HOME)
Emergency Solutions Grant (ESG)
Housing Opportunities for Persons with AIDS (HOPWA)
Before using these funds, HUD requires the City to create plans that explain how the money will be spent.
The five-year Consolidated Plan (2027–2031) sets the main goals and priorities.
The annual Action Plan and Budget shows how funds will be used each year, starting with Fiscal Year 2027. These yearly plans are based on the goals in the five-year plan.
Public Participation
On April 16, 2026, the City issued a public notice in the San Antonio Express-News announcing commencement of the development for the Fiscal Year 2027-2031 Consolidated Plan and the 2027 (HUD Program Year 2026) Action Plan and Budget.
A Needs Assessment Survey will be available starting on April 16, 2026. Community members will also have opportunities to provide input through public meetings.
